Apply to become a Bloc Captain
Find your neighborhood
PORTLAND, OREGON
Irvington
North of NE Broadway, between NE 7th and NE 26th. Most blocs here are four to nine single-family homes.
PORTLAND, OREGON
Lloyd / Sullivans Gulch
South of NE Broadway to the freeway. This area mixes houses and apartment buildings, where a bloc is usually one floor.
Wait there's only two neighborhoods?
As of Fall 2026, yes.
The Bloc Captain program is new. It began with a small group of residents in Northeast Portland and is still run by volunteers.
Applications are limited to Irvington, Lloyd and Sullivans Gulch because those are the areas we can currently support. Each captain receives an orientation, a set of materials and a meshcore radio that has to connect to an established NET team. We plan to add neighborhoods as capacity allows.
If you live outside these areas, your neighborhood can license it for free and run it themselves, or your city can license every neighborhood at once.
